NewsBits: House Passes US HealthCare Bill! This past week on 11/7/09, the US House of Representatives passed the first national Healthcare bill since Medicare was passed in early 1960’s and the first bill ever to provide coverage potentially for all US citizens (Medicare, of course, only provides coverage for everyone 65 or older) This is a milestone and the US is one of the last democratic nations to provide national healthcare for all its citizens. But wait, it’s not a done deal! Next come the Senate Healthcare Bill that needs to be passed and then lots more hashing out and compromise before both houses of Congress agree on a final measure. One major sticking point is abortion. The current bill does not allow federal money to be used to fund abortion. If this condition remains, it will set women’s rights back over a hundred years. Women of means will always be able to pay for an abortion, if needed. But poor women who cannot pay out of pocket will be hurt the most. The worst-case scenarios are that desperate measures will once again be employed to abort pregnancies, and a host of unwanted children will be brought into the world. Neither are socially acceptable consequences. It will be interesting to see if women will protest their rights as Health Reform heads for the Senate. The last ditch Stupak amendment will encourage insurers to drop coverage for abortion so that they can be part of the federally supervised insurance exchange which will become an ever-increasing pool of people who will be seeking affordable health coverage in the competitive array of insurance options.

Here’s the astrology of the situation. The Moon was in Cancer on 11/7/09, the signature of the public and the public options for health and well-being expressed by government health reform. The Moon in Cancer also represents women in general and it is a woman’s right to choose that became the sticking point to pass the bill. The Stupak amendment was pushed into place when it became clear that there were not enough votes to pass the bill and to appease the pro-lifers. This fight has only just begun. You can be sure that women’s groups all over the country are organizing themselves. With Pluto in Capricorn, the patriarchal paradigm of legislating over a woman’s body and what decisions she can make over giving birth will reach a crisis point. Capricorn opposes the sign Cancer and Pluto is working to dismantle some of the historical rules and regulations that have been held in place and taken as tradition and standard procedure. Many of these standards are due to change, as we have already seen in the collapse of the financial institutions at the very beginning of Pluto’s entry into Capricorn.

It is important to note that at 7:23PM ET, on 11/7/09, after a day of vigorous debate on the terms of the health reform bill, Venus moved from Libra, where it had been all day, into Scorpio, the sign of its detriment and of energies that deal with life and death, and deeply entrenched emotional/political sentiment. It was shortly after that time, that the Stupak amendment was allowed into the bill and pro-life representatives felt they could vote for the bill. President Obama did state that he would not support legislation that is more restrictive for a woman’s right to choose.

Ft. Hood Massacre. Human error or fate?  When information is available but it is minimized or ignored and then tragedy results, is that then fate? It seems that is what happened in the case of Capt. Who went on a murderous rampage at Ft. Hood killing 13 innocent people. Capt. Has been investigated and watched by the FBI years earlier when it was reported that he was funding an Imam and organization in Pakistan.

SkyWatch:  Moon phase for the week of 11/15: 11/16  -- The Moon enters a New cycle at 2:14 EST, at 24 degrees of Scorpio, the sign of Her Fall (because opposite Taurus, the sign of Her exaltation). Skywatching events of the week: 10/15 -- The Waning Moon and Venus rise together just before sunrise on the US East Coast, although their point of closest approach does not occur until much later in the morning. 11/16 -- The annual Leonid meteors reach their peak, coincident with the New Moon, which should make for excellent viewing, especially of the fainter streaks, which won't be "washed out" by bright moonlight this time around. This year the Leonids (so named because they appear to "radiate" from the constellation Leo the Lion) will peak in the early morning before sunrise for a better than average performance. The Leonids are actually debris left by a passing comet.

Moon phase for the week of 11/22: 11/24 -- The Moon enters Her First Quarter phase at 4:39 PM EST at 2 degrees of Pisces. Skywatching events of the week: 11/23 -- The waxing Moon makes a close pass by Jupiter high in the southern sky about an hour before sunset on the US East Coast (earlier as you go farther west) and the two will set slowly in the West together for most of the evening after sunset, always a beautiful sight.

Space news: There's water on that there Moon! NASA scientists just made a major announcement that the results of an experiment a couple of months ago where two spacecraft were deliberately crashed into a crater near the Moon's South Pole are positive for water. Plumes of material kicked up by the crashes definitely included water ice. A crater near the South Pole was chosen as the target because parts of it have been in perpetual darkness for billions of years, nearly ever since a Mars-sized planet collided with the primeval Earth and knocked off the sizable chunk that became the Moon. In perpetual shadow, the water remained frozen all that time and did not evaporate into space as it would have if struck by direct sunlight, which can cause the lunar surface to heat up past the boiling point of water. In any case, the discovery of water on the Moon is good news for NASA's plans eventually to establish a permanent lunar base. A local source of water greatly simplifies the problem not only of quenching astronaut thirst but also providing oxygen to breathe. (As we all learned in high school chemistry, oxygen is one of the main components of good old H2O.) Go out! Look up!

Knowing when VOC Moons occur is key to planning your successful week!

The Void-of-course (VOC) Moon is a kind of limbo. As it reaches the end of a sign, the Moon makes no major aspect to another planet before it enters the next sign. VOC is best for less outcome-oriented activity, since VOC often means detours, distractions, drifting, or delays. If you want specific outcomes, or if timeliness is critical, don’t use a VOC Moon time. VOC is best for processing, imagining, creating, and open-ended activities, like parties, research, or cleaning your desk/closet for instance! It is said that when a new action is initiated during VOC, “nothing will come of it,” or energies go in unplanned directions, which may not necessarily be negative.

Planet Patterns & Cosmic Headlines for the next few weeks:

Summary: We are in the throes of the first and strongest planetary aspect to Pluto/Capricorn thus far courtesy of Saturn, the Time Lord. This combination is intense on various levels and demands definition and action. Are you feeling the pressure?

** Saturn in cardinal, air Libra square (90deg.) Pluto in cardinal, earth Capricorn @ 1deg. on 11/15/09. This is first of three squares between these two planets. The next occurs on 1/31/10 and the last on 8/21/10. Saturn in a cardinal air sign is always more active and wants to experience movement or progress. In Libra, Saturn is focused on relationships in general, their equality, and how and what we value, how to engage. Clashes in relationships result when people place a different value on something they are experiencing together. As Saturn/Libra squares (prods or stimulates) Pluto/Capricorn (the collective energy) the demand is to get things done – to evaluate the importance of something in the overall balance of a productive lifestyle. Saturn and Pluto together are demanding, especially in cardinal signs, and often push the envelope big time. This is a time of critical mass, when something has reached a crisis point. Is that what’s happening in your life?

Sun in fixed, water Scorpio square Neptune in fixed, air Aquarius @ 23deg. on 11/15/09. In combination with the exact Saturn/Pluto square, on the very same day, is the Sun’s annual square to Neptune – adding confusion and complexity to all that we are attempting to comprehend. Neptune is a master at creating situations that are complex. Conditions are cloudy and intention may be obscured, in shadow, kept hidden or in secret.

Mercury enters mutable, fire Sagittarius on 11/15/09 until 12/5/09. Mercury gets very wordy and can surely tell a good yarn in this expansive, expressive Jupiter-ruled sign. Mercury rules our general tendency to express verbally our state of mind – and in Sagittarius, we are likely to make the best of all situations we encounter and turn to a philosophical outlook. At the same time, our judgment may be ungrounded and we may be more optimistic than we ought to be.

Venus/Scorpio square Mars in fixed, fire Leo @ 14deg. on 11/19/09. This aspect in these signs is sure to provoke some sparks between partners in various kinds of relationships. It’s a highly energetic aspect but also one infused with will, ego and the intention to get what you want. Confrontations are likely.

The Sun enters Sagittarius on 11/21/09 until 12/21/09. Jupiter rules Sagittarius and this is the time of year when we say yes more often than perhaps we should;  whether to social engagements – since it is an exuberant time – or to the tendency to overspend and in general, overdo it. Having Pluto in Capricorn helps with overspending part, since most of us have seen various contractions in income, and – although we are tempted by Sagittarian energies to play now, pay later – the Capricorn contraction of this past year will curb some of that appetite.

Currently Active Paradigm-Shift Patterns:

Saturn enters cardinal, air Libra on 10/29/09. The full cycle lasts until 10/6/12. Saturn retrogrades back into the last three degrees of the previous sign, Virgo, from 4/8/10-7/22/10. We’ve discussed Saturn’s entry into Libra in recent newsletters, and now it is here. What can we expect? Possibly not much until the energy starts to merge with the collective. But let’s speak to the greater implications of a new 2.5-year Saturn-sign cycle. Saturn is exalted in Libra. This so-called “essential dignity” means there’s more of a commitment to cooperation and harmony among equals. Or, we can say, that is the primary striving in this combination. The collective will be more focused on what is fair and equitable and what is not. Generally, the message is to find the imbalances and rebalance as needed. Where are you giving your commitment and attention? Are the returns you receive what you really want? If not, then adjust those commitments and relationships for greater equality and fairness. Saturn in Libra also asks – what matters and what is valuable? When there is real value, it is easier to make a commitment for a longer time and with greater attention and intention. All major relationships and, in particular, those with Libra Sun, Moon, or Ascendant will be put to the test. Saturn in a cardinal sign is much more proactive, and you may find that you seek order from recent chaos and productivity from prior stress and mess.

Saturn in mutable, earth Virgo opposite (180 deg. angle) Uranus in mutable, water Pisces, Part 3 of 5 was exact on 9/15/09 @ 24degrees. This lengthy (background cultural shift) cycle began on 11/4/08. Technically, it ends in July 2010. This powerful five-part confrontation between the past (Saturn) and the future (Uranus) is disintegrative, after tension and struggle between the old pattern and the new consciousness that wants to arise. As you’ve noted in the news and surely also in your own lives, it’s not an easy transition. It is a powerfully challenging series of cosmic combinations. The sign pair, Virgo/Pisces, I call the functional axis – meaning that if this place in the chart (yours or a country’s) has a problem, the whole system has a problem. Virgo/Pisces is the health of the body and soul – one’s work and the meaning (or not) attached to your work or career. Or, put another way, this pairing symbolizes the mundane and the spiritual (soul) aspects of life. These two parts must find a balance or else there is stress and tension. The most obvious example in the news is the overhaul of US healthcare. It’s also about the accumulation of little things, the endless irritations that pile up and eventually break the smooth functioning of a system. Part Two of this combination took place on 2/5/09 @ 20 deg. The first four oppositions between these two planets take place in the signs Virgo/Pisces, and the last one in the sign pair Aries/Libra. Part 4 is due on 4/27/10.

*Jupiter in fixed air Aquarius conjoined (0deg.) Neptune/Aquarius for the second time @ 26 deg. on 7/10/09. Jupiter and Neptune are still in the throes of their second conjunction – still hovering very close to each other by degree, and still working in the background of social consciousness. The first of three conjunctions (meeting in the same sign and at the same degree) between these two planets took place on 5/27/09, and the third and last takes place on 12/21/09 @ 24degrees. As noted in previous issues of PW, it is rare (and important) to have these two planets that meet by conjunction about every 12 years, make this aspect three separate times in their single cycle! The last triple occurrence of this kind was in 1919-1920, marking the end of World War I. The next time will be in 2047 –2048! This conjunction is meant to bring hope and to inspire us to a wider understanding of what the meaning is of the lives we have lived and wish to continue to live. It also speaks to false hopes and pet illusions that we must understand with greater internal or soul wisdom. Expect some amazing synchronicity to appear in your life. Be aware of all meetings with others, events and involvements, and what these may evoke in you, and if these meetings and events support the purpose and/or direction and overall dream or purpose you hold for your life. This combination is inspiring, creative and spiritual and also serves to dispel illusions.
